President & Chief Executive Officer, Board of Directors
Mr. Biggs serves as President and Chief Executive Officer. He leads the Executive Committee and is a member of Luther Burbank’s board of directors. During his 30-plus year tenure with the Company, Mr. Biggs has held the positions of Chief Financial Officer and Chief Operating Officer, before assuming his current role in September 2007. Since, Mr. Biggs has spearheaded initiatives that have seen the Company’s total assets and equity double, expansion of the branch network in Northern and Southern California, establishment of headquarters infrastructure, and entry into the Washington and Oregon markets.
A Certified Public Accountant (inactive), Mr. Biggs previously served as Vice President of Finance and Controller for Columbus Marin Savings & Loan Association; and as a public accountant specializing in auditing broker/dealers for the firms of Arthur Andersen, San Francisco, and KPMG LLP, Los Angeles. Mr. Biggs graduated summa cum laude in Accounting from Woodbury University.
Executive Vice President, Chief Financial Officer
Ms. Tarantino currently serves as Executive Vice President and Chief Financial Officer of the Company, a position she has held since 2006. In this role, she oversees all aspects of financial reporting including strategic planning, asset/liability management, taxation and regulatory filings; she is also a member of the Company’s Executive Committee. Ms. Tarantino has over 25 years of experience with Luther Burbank, having joined as Controller in 1992. She previously served as Audit Manager for KPMG LLP, San Francisco specializing in the financial services industry.
In addition to her role at Luther Burbank, Ms. Tarantino has served as an Audit Committee member for the Santa Rosa Council on Aging since 2012. Ms. Tarantino is a California Chartered CPA (inactive) and earned a B.S. in Business Administration – Finance & Accounting with summa cum laude honors from San Francisco State University.
Executive Vice President, General Counsel & Corporate Secretary
Ms. Prieto joined as General Counsel of the Company in 2014. In this role she is responsible for leading a team of legal, human resources, Bank Secrecy Act, and third party risk management professionals; she is also a member of the Company’s Executive Committee. Prior to joining, Ms. Prieto served as Associate and then Counsel at Buckley Sandler LLP from 2009 to 2014; and as a trial attorney in the Enforcement & Compliance Division of the Office of the Comptroller of the Currency.
In addition to her role at Luther Burbank, Ms. Prieto serves as Vice Chair of the Enforcement, Insider Liability and Troubled Banks Subcommittee of the American Bar Association’s Business Law Section. She also serves on the American Association of Bank Directors’ Board of Advisors and on their General Counsel and Corporate Secretary Committee. Ms. Prieto holds a J.D. from Fordham Law School and a B.A. from Georgetown University.
Executive Vice President, Chief Risk Officer
Ms. Mahoney serves as the Company's Chief Risk Officer. In her role, she oversees Luther Burbank’s compliance, internal audit, independent loan review and risk management functions, including information security; she is also a member of the Company’s Executive Committee. Prior to joining Luther Burbank in 2016, Ms. Mahoney served as Senior Vice President of Enterprise Risk and Compliance at Opus Bank from 2011 to 2015; previous to that as Director, Risk Advisory Services at KPMG LLP; and as Associate National Bank Examiner with the Office of the Comptroller of the Currency.
A Certified Regulatory Compliance Manager and Certified Internal Auditor, Ms. Mahoney holds a B.S. in Business Administration - Finance from San Diego State University.
Executive Vice President, Chief Credit Officer
Mr. Cardamone serves the Company as Chief Credit Officer. In this role, he oversees Luther Burbank’s credit and special assets activities; he is also a member of the Company’s Executive Committee. Prior to joining in 2014, Mr. Cardamone served as Senior Vice President & Divisional Credit Manager – Commercial Real Estate at Bank of the West from 2008; previous to that as Chief Credit Officer at GreenPoint Mortgage; and Senior Vice President – Global Risk Management at GE Capital’s Mortgage Insurance Unit.
Mr. Cardamone holds an M.B.A. in Finance from The Wharton School at the University of Pennsylvania, an M.B.A. in Management from St. Mary’s College and a B.B.A. in Business Statistics from Temple University.
Executive Vice President, Chief Banking Officer
Mr. Armstrong joined the Company as Director of Business and Online Banking in January 2016 and was appointed Chief Banking Officer in June 2018. In his role, Mr. Armstrong is responsible for expanding Luther Burbank’s deposit offerings and creating greater access to its products and services, including consumer deposit generation across traditional branch and online banking platforms, as well as business banking activities; he is also a member of the Company’s Executive Committee. Prior to joining, Mr. Armstrong served as Senior Vice President of Business Banking at BofI Federal Bank from 2013 to 2015. His background also includes positions as CEO/President of San Diego Private Bank; Market President at US Bank; and Managing Director at Bank of America.
Mr. Armstrong holds a B.S. in Economics from the University of California, Los Angeles.
Senior Vice President, Director of Operations
Mr. Frazee serves the Company as Director of Operations. Since joining in 2014, he has held positions of Senior Vice President, Lending Operations and Deputy Chief Credit Officer. In his current role, Mr. Frazee is responsible for loan operations, deposit operations, information technology and project management; he is also a member of the Company’s Executive Committee. Prior to joining Luther Burbank, Mr. Frazee served as Senior Vice President of Commercial Real Estate Underwriting/Commercial Loan Fulfillment at Opus Bank from 2012 to 2014; previous to that as Senior Vice President of Commercial Real Estate Origination/Portfolio Management at OneWest Bank; as a National Lending Operations Manager at Washington Mutual/Chase Bank, N.A.; as Senior Vice President of Risk Management at Southern Pacific Bank; and as a commissioned FDIC examiner.
Mr. Frazee served four years in the U.S. Army and holds a B.A. in Business Administration from San Diego State University.
